My career has spanned 38 years in the Oil and Gas Industry working both as a petroleum geologist within the industry, and as a regulator for the United Kingdom Government.
Own Company Brookwood Petroleum Advisors Limited.

Having retired from the DTI in December 2000, I formed my own company, Brookwood Petroleum Advisors Ltd. in January 2001 to provide geological and licensing advice to host governments wishing to launch acreage offers.
    Senior Visiting Research Fellow  - Southampton Oceanographic Centre
Involved with Law of the Sea matters, and marketing SOC capability in this area. Led delegation to AAPG annual convention and mounted a display Booth. Currently involved in obtaining business for the Centre.

Responsibilities in Oil & Gas Directorate

  • Oil and gas licensing policy and regulation of licenses, and licensees, for exploration and production onshore United Kingdom and offshore on the United Kingdom Continental Shelf (UKCS).
  • The position also involved:
  • Possession of a sound and detailed knowledge of the petroleum geology of the United
  • Kingdom Continental Shelf and land, exploration seismic and drilling techniques,
  • development and production technology, and the oil and gas business environment.
  • A thorough familiarity with the workings of government and the regulations relating to
  • petroleum licensing, and relationships with adjacent states in term of co-operation and trans-boundary
  • issues, such as shared field developments and infrastructure and the treaties
  • governing such practices.
  • Advising Ministers on a wide range of Licensing and technical issues.
  • Negotiation of work programmes during licensing rounds, since 1980 (7 th - 18 th ), the section
  • of blocks (acreage) for inclusion in rounds and for auction, and the recommendation of awards
  • to Ministers.
  • Presentation of ‘yet-to-find’ reserves.
  • Management of Contracts, e.g. British Geological Survey.
  • Determination of Fields under Petroleum Revenue Tax regulations.
  • Technical input to negotiations, led by the Foreign & Commonwealth Office (FCO), involving
  • the delimitation of boundary lines with France, Eire, Denmark (Faeroes) and Iceland.
  • Advice to the Isle of Man Government on petroleum licensing rounds
  • Advice to the FCO on the exploration of the continental shelf around the Falkland Island, and
  • on a putative joint development area between Argentina and the Islands.
  • Advice to the FCO on the territorial extension to the UKCS under Article 76 of the United
  • Nations Convention on the Law of the Sea (UNCLOS), designing work programmes to
  • substantiate the UK case and obtaining resources to carry out the work; over some 20 years.
  • Advice to the Governments of Brazil and Venezuela, in association with Trade Partners UK,
  • then Offshore Supplies Office, and recently, since leaving the Service, to the Governments of
  • Indonesia and Cambodia, Lebanon and Sao Tome & Principe.
  • Marketing of UK Oil & Gas opportunities at key exhibitions and conferences.
  • Presentations were made world- wide.
  • Writing papers on the hydrocarbon prospectivity of the United Kingdom Continental Shelf..

  • Advice on licensing and licensing strategy to the Government of Lebanon . Major Report submitted, March
  • Advice to the Democratic Republic of Sao Tome & Principe (DRSTP) on Production Sharing Contracts in the Joint Development Zone (JDZ) managed jointly by the Governments of Nigeria, and the Democratic Republic of Sao Tome & Principe. Advice to the DRSTP on the exploration of their exclusive economic zone, which lies adjacent to the Joint Development Zone. 7 days of discussions in Sao Tome, August.
